PARTICIPANTS AND PROJECT TEAM OF THE 30TH BASIC COURSE ON REGULATORY IMPACT ASSESSMENT
The Development Academy of the Philippines (DAP) concluded its 30th Basic Course on Regulatory Impact Assessment (RIA), organized by its Productivity and Development Center-Modernizing Government Regulations Program (PDC-MGRP) and Productivity and Quality Training Office (PQTO).
The training program enriched the RIA skills of regulatory agency personnel. It emphasized its main objectives such as understanding the purpose behind regulation, recognizing the significance of regulatory reform, and comprehending RIA’s role in evaluating regulations.
A total of 56 participants, including key officers and technical staff from seven local government units (LGU), attended the event held on March 18-20, and 25, 2024, via Zoom Communications. The participating LGUs include the Municipal Government of Moncada (Tarlac), Municipal Government of Concepcion (Romblon), Municipal Government of Santa Praxedes (Cagayan), Municipal Government of Santa Fe (Nueva Vizcaya), Municipal Government of Goa (Camarines Sur), Municipal Government of San Isidro (Isabela), and the City Government of Trece Martires (Cavite).
Leading the insightful sessions were resource speakers: Lea S. Peralta, MGRP Program Manager; Rosario E. De Castro, Project Manager for MGRP-Regulatory Review Component; and Adelina D. Alvarez, Project Manager of PDC-Productivity Development Research Office (PDC PDRO). They delved into topics such as Regulation and Regulatory Reform, Regulatory Impact Assessment, Proportionality Analysis in RIA, and the Steps in RIA, supplemented by practical workshops and case studies.
Participants expressed appreciation for the depth of knowledge imparted, praising the comprehensive explanation of each module, the breadth of topics covered, and the expertise and insights shared by the resource speakers.
The training program highlighted the significance of the RIA process in shaping regulatory legislation, particularly emphasizing its educational value for first-time attendees. The practical application of RIA in policymaking was underscored as rewarding and essential for effective governance, with participants expressing enthusiasm about implementing the learned concepts within their respective roles, including within LGU management.
