The Development Academy of the Philippines (DAP), through its Modernizing Government Regulations Program (MGRP), invites technical and decision-making personnel of local government units (LGUs) who are directly engaged in regulatory functions, including planning, permitting, enforcement, and service delivery, to participate in the 38th Basic Course on Regulatory Impact Assessment (RIA) on 28 to 31 July 2026 via Zoom.
The program is designed specifically for LGU personnel involved in regulatory functions with the aim of enhance their competencies in applying the RIA methodology to improve the quality of local regulations and support the implementation of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. Through the RIA approach, LGUs can better assess policy options, minimize unnecessary regulatory burdens, and promote more effective and citizen-centered governance.
Upon completion of the training, participants are expected to:
- Identify the rationale for regulating and the situations when there is a need to regulate (or be able to assess and develop regulations by using the DAP approach);
- Recognize the value of regulatory reform and the good regulatory practices necessary to achieve it;
- Define the importance of RIA in assessing and developing regulations;
- Identify the steps in conducting RIA; and
- Prepare a preliminary impact statement for their selected regulation.
Participants who successfully complete the course requirements will receive a Certificate of Completion in RIA. Furthermore, they will complete at least one (1) preliminary RIA for a local regulation and gain the capability to cascade RIA practices across their respective offices.
The Basic Course on RIA forms part of the MGRP’s 2026 Capability Development Program, which aims to strengthen government institutions in developing high-quality, evidence-based, and responsive regulations. It also serves as the prerequisite course for participants intending to enroll in the 30th Advanced Course on Regulatory Impact Assessment later this year.
