A program grant for the technical assistance on the establishment of a Quality Management System certifiable to ISO 9001 standard, consolidation of multiple management systems, enhancement of QMS implementation and effecting service quality improvement through relevant approaches such as 5S quality workplace, development of standards, co-creation innovation, and process streamlining will be provided to 13 agencies by the Development Academy of the Philippines (DAP) – Productivity and Development Center, through the Government Quality Management Program (GQMP).
The selected agencies for the establishment of QMS are the: Department of Human Settlements and Urban Development, Department of Agriculture, National Council for Children’s Television, Film Development Council of the Philippines, National Book Development Board, Anti-Red Tape Authority, Marikina Polytechnic College, Sulu State College and the Southern Philippines Development Authority. The National Library of the Philippines and the National Research Council of the Philippines will be assisted on the enhancement of QMS implementation through Risk Management based on the ISO 31000 guidelines; the Insurance Commission, on Service Quality Improvement; and, the Department of Education, on consolidation/integration of its multiple certifications. These agencies were carefully deliberated and selected by a technical working group comprised of representatives from the: Department of Budget and Management; Civil Service Commission; Department of the Interior and Local Government; and, the DAP.
A management briefing for the 2022 GQMP beneficiary agencies (BAs) is scheduled on February 11, 2022 from 01:00 PM to 05:00 PM via the Zoom meeting platform to orient the BAs on the GQMP, its project components and requirements, as well as, the scope of work covered by the technical assistance package. A Ceremonial Commitment Signing will highlight the program to secure the BAs’ commitment in successfully completing the project and pursuing their respective certifications. The DAP, being the forerunner for advocating the government-wide adoption of ISO 9001 QMS will conduct the briefing.
Applications for beneficiary agencies who will be provided technical assistance on the following is still open: further enhancement of their established QMS to quickly respond and deliver genuine public service especially in times of crisis; integration of their QMS, to ensure a more holistic and efficient approach to public service continuity planning and risk planning; and, Service Quality Improvement technical assistance, to enhance public service delivery through the implementation of productivity and quality improvement inventions.
