The Productivity and Development Center (PDC) was established in June 1967—six years before the creation of the Development Academy of the Philippines (DAP) in 1973.
PDC was founded during a period when the Philippines was pursuing industrialization and economic modernization. Its mission was to promote productivity improvement, efficiency, and better management practices across government and industry, while representing the country in regional productivity initiatives.
When DAP was established through Presidential Decree No. 205 in 1973, PDC was integrated into the Academy. This integration enabled DAP to combine PDC’s expertise in productivity and organizational improvement with its broader mandate in leadership, development management, and institution building.
The integration also ensured the continuity of the Philippines’ participation in the Asian Productivity Organization (APO). Through the integration of PDC into DAP, the Academy assumed the country’s role as the National Productivity Organization (NPO) and has since served as the Philippines’ focal institution for productivity promotion and international productivity cooperation.
Anniversary Reflection
Productivity is not merely one of DAP’s programs. It is part of the Academy’s institutional heritage and one of the foundational capabilities that helped shape DAP’s identity as an institution dedicated to leadership, governance, organizational improvement, and national development.
